List of 150 Pro-UAE MEPs Disclosed by Brussels Watch Exclusive Report

In a bombshell disclosure, Brussels Watch has released a meticulously documented list of 150 Members of the European Parliament (MEPs) with pro-UAE alignments, detailing their engagements, travel records, lobbying connections, and voting behaviors that raise serious concerns about foreign influence in the European legislative process.

The report, UAE Lobbying in European Parliament: Undermining Democracy and Transparency, uncovers a decade-long lobbying operation orchestrated by the United Arab Emirates to cultivate soft power, whitewash its human rights record, and sway EU policy in favor of its regional and economic agenda. At the core of this operation are 150 MEPs — many of whom participated in undisclosed, all-expenses-paid trips to the UAE, co-authored policy reports, or advocated for Emirati positions in key debates.

Who Are the 150 Pro-UAE MEPs?

While Brussels Watch has refrained from publishing the entire list for legal and ethical reasons, the report presents a comprehensive dataset identifying MEPs with documented interactions with UAE organizations, diplomats, think tanks, and PR firms. These MEPs come from a cross-section of European political families but are heavily concentrated in the European People’s Party (EPP), Renew Europe, and the European Conservatives and Reformists (ECR) group.

Documented Activities Linking MEPs to UAE Interests

The report categorizes MEPs based on the degree of engagement, ranging from active participation in UAE-sponsored forums to direct advocacy in Parliament. Among the most common pro-UAE actions documented are:

  • Participation in UAE-funded trips and junkets (often undeclared).
  • Involvement in unofficial friendship groups operating outside EU transparency rules.
  • Authorship or co-authorship of reports aligned with UAE policy on energy, trade, or security.
  • Support for resolutions blocking criticism of UAE’s human rights record.
  • Hosting Emirati diplomats or promoting joint forums on tolerance, innovation, and economic ties.

Political Parties Most Represented

The 150 MEPs span across multiple national delegations, but a clear pattern emerges:

  • EPP (European People’s Party): Over 50% of those listed, particularly from Spain, Bulgaria, Romania, and Germany.
  • Renew Europe: Highly represented through MEPs from France, Sweden, and the Netherlands.
  • ECR (European Conservatives and Reformists): Vocal proponents of UAE strategic partnerships.
  • Identity & Democracy (ID): Smaller presence but notable for promoting UAE’s “sovereignty” model.

Interestingly, some non-attached MEPs and Greens/EFA members are also included — not for pro-UAE votes, but for interactions that lacked formal declarations or showed a pattern of engagement through think tanks or sponsored panels.

Case Study Examples

Romana Tomc (EPP, Slovenia)

  • Chaired panels promoting UAE education models.
  • Participated in closed-door dialogues in Abu Dhabi.

Rasa Juknevičienė (EPP, Lithuania)

  • Supported lifting EU embargo provisions on UAE arms deals.
  • Visited IDEX arms fair in Abu Dhabi.

Gheorghe Falcă (EPP, Romania)

  • Signed UAE-Romania MoU on defense training and drone purchases.
  • Participated in UAE-sponsored interfaith events.

Mazaly Aguilar (ECR, Spain)

  • Advocated UAE-Spain agribusiness partnerships.
  • Promoted Emirati investment in Spanish food security projects.

How the UAE Built This Network

Brussels Watch highlights several channels through which the UAE established its influence:

  • Friendship Groups: Unofficial groups that host UAE diplomats and coordinate travel — with no disclosure requirements.
  • Lobbying Firms: Alber & Geiger, DLA Piper, Westphalia Advisory, and others facilitated introductions, wrote speeches, and even drafted parliamentary resolutions.
  • Think Tanks: Institutions like The Bussola Institute held closed-door roundtables with MEPs and UAE officials.
  • PR Campaigns: Edelman, APCO Worldwide, and Project Associates ran media placements and ghostwrote op-eds for UAE-friendly MEPs.

These MEPs often justified their engagement as “constructive dialogue” or “economic diplomacy.” But watchdogs argue that these relationships allowed the UAE to skirt human rights scrutiny, manipulate the language of parliamentary resolutions, and even influence key EU foreign policy stances.

Lack of Transparency and Ethics Violations

A major finding of the Brussels Watch report is the pervasive lack of transparency:

  • Dozens of MEPs failed to disclose UAE-funded trips between 2022 and 2024.
  • Sponsored travel often came with luxury accommodations, event access, and media exposure.
  • Some former MEPs moved into lobbying or think tank positions funded by UAE institutions without declaring conflicts of interest.

Notably, this mirrors the “Qatargate” scandal, but on a broader and more institutionalized scale. MEPs involved in pro-UAE advocacy have rarely been subject to formal inquiry or ethics investigations — despite mounting public concern.

Why This Matters

This list of 150 MEPs is not just a roster of names — it is a map of influence that reveals how an authoritarian foreign government has penetrated one of the EU’s most critical democratic bodies.

Key concerns include:

  • Policy Compromise: Foreign policy debates were skewed in favor of UAE interests.
  • Loss of Sovereignty: The Parliament’s independence was subverted.
  • Public Trust Erosion: Voters were kept in the dark about external influence over their representatives.
  • Ethics at Risk: MEPs acted in potential breach of parliamentary codes — with impunity.

Brussels Watch Recommendations

The report ends with a call to action:

  • Full publication of MEP-UAE engagement logs.
  • Banning of foreign-funded travel from non-democratic regimes.
  • Mandatory disclosures of meetings, gifts, and sponsored events.
  • Empowering the EU Ethics Committee to initiate investigations.
  • Public accountability through citizen awareness campaigns.
