Poroshenko on the European Parliament Resolution: Strong Support for Ukraine’s Sovereignty and Reforms

The European Parliament has once again demonstrated its firm backing for Ukraine amid ongoing challenges, adopting a resolution that underscores the EU’s unwavering commitment to the country’s sovereignty, security, and democratic progress. Petro Poroshenko, former President of Ukraine and a key opposition leader, presented and helped shape key proposals leading to the resolution. Speaking from Valencia, where the European People’s Party (EPP) Congress took place, Poroshenko stressed the significance of the political support Ukraine is receiving from Europe’s largest political force.

European Parliament’s Clear Message on Ukraine’s Territorial Integrity

Poroshenko emphasized that the resolution sends an unequivocal message against the illegal occupation of Ukrainian territories by Russia. He noted,

“We managed to ensure that the issue of Ukraine had the first priority. There was no speech where words of support for Ukraine were not expressed.”

This includes the adoption of a non-recognition initiative that firmly rejects any recognition of territories illegally controlled by Russia as Russian. The resolution consolidates a clear stance that undermines Moscow’s attempts to legitimize its aggressive actions.

The former president further revealed how the European Union’s political leadership, including 13 EU heads of state and government, plus incoming key figures like Germany’s future chancellor Friedrich Merz, are positioning themselves as strong allies.

“This is a compelling message from Valencia today,”

he said, highlighting that support for Ukraine’s sovereignty is a top priority in EU political circles.

Defense Support and Security Guarantees Highlighted

One of the most critical aspects of the European Parliament resolution is the firm call for enhanced defense aid to Ukraine. Poroshenko underscored this by stating,

“Peace will be accompanied by the so-called ‘boots on the ground’ initiative of the ‘coalition of the willing.’ That is when representatives of Armed Forces of the European Union member states will be located on Ukrainian territory to prevent a second strike on our country.”

This reflects a shift toward more active security guarantees beyond financial and material support.

The resolution also advocates for scaling up joint defense production and investments in Ukraine’s defense industry, which Poroshenko remarked is crucial for sustaining Kyiv’s capacity to resist external aggression. This element complements the political message by bolstering Ukraine’s military and industrial sovereignty.

Calls for Continued Democratic Reforms and Rule of Law

Beyond security issues, the European Parliament’s resolution appeals to Ukrainian authorities to uphold democratic principles even during the ongoing martial law. Poroshenko pointed out the EPP’s insistence on fundamental rights and freedoms, saying,

“We can in no case allow, even during martial law, the curtailment of democracy, freedoms, the rule of law, human rights, or the persecution of the opposition.”

The resolution reflects the EU’s broader strategic interest in Ukraine’s long-term integration prospects by linking security assistance to governance reforms. It calls for ongoing anti-corruption efforts and political pluralism, framing these as essential conditions for Ukraine’s future EU membership negotiations. This aligns with repeated EU demands for reforms as a prerequisite for accession progress.

European Parliament’s Vote and Broader EU Position

The resolution was adopted by a convincing majority, with 418 members voting in favor. This strong parliamentary consensus sends a clear political signal to both Kyiv and Moscow. It praises Ukraine’s efforts to strengthen democratic institutions and urges the European Commission to commence negotiations on opening the accession chapters, contingent on Ukraine’s continuation of reforms.

Poroshenko described the resolution as an “honest, objective and friendly assessment” of Ukraine’s current state and its strategic situation. He commended the European Parliament for its solidarity amid the ongoing Russian invasion, saying it reflects “the largest annual forum of the largest political force in Europe.”

Political Travel and Parliamentary Freedoms

Another important point raised by the European Parliament concerns the freedoms of Ukrainian lawmakers. The resolution reiterates the recommendation to lift all restrictions on foreign travel for members of the Verkhovna Rada, Ukraine’s parliament. Poroshenko views this as a critical support measure to ensure Ukrainian lawmakers can participate freely in international diplomacy and European forums, which is vital for Ukraine’s integration efforts.

The Larger Political Context in Europe

The resolution adoption comes at a time when Europe faces complex geopolitical challenges. Poroshenko drew attention to the inclusion of several EU political leaders supportive of Ukraine in the EPP, reinforcing the continent’s political alignment behind Kyiv. This collective political commitment, Poroshenko argues, is fundamental to sustaining sanctions on Russia and providing Ukraine with the resources needed for a lasting and just peace.

He noted,

“We cannot allow any initiatives to lift or weaken sanctions against the Russian Federation until there is a stable, reliable peace through force.”

This reflects broad parliamentary concerns about premature easing of sanctions that could undermine pressure on Moscow.

The Road Ahead for Ukraine and EU Integration

The European Parliament’s resolution encapsulates a multi-faceted approach: strengthening Ukraine’s defense capabilities, supporting democratic reforms, and paving the way for EU accession talks. Poroshenko welcomed the resolution’s clear call for continuing reforms and fighting corruption, which he emphasized as critical for Ukraine’s future as a European state.

As Poroshenko concluded, ‘

“These are the fundamental rights and freedoms with which negotiations on EU membership begin and end.”

This signals that while the EU extends robust political and military support, it maintains firm expectations for governance and rule-of-law standards.

The European Parliament’s resolution on Ukraine, significantly shaped by Poroshenko and the EPP, sends a powerful political message of solidarity, defense commitment, and reform encouragement. It reiterates Europe’s strategic stake in Ukraine’s sovereignty and underscores the continent’s role in backing Ukraine’s choices for democracy, security, and European integration.

This document not only supports Kyiv amid ongoing aggression but also reinforces the framework for Ukraine’s future as a European nation committed to democratic norms and collective security.
